Leviticus 16

Leviticus 16 details the Yom Kippur rituals where the high priest, after atoning for himself with a bull, casts lots on two goats: one sacrificed to YHWH for the people's sins, its blood sprinkled in the Holy of Holies; the other, the scapegoat (la-azazel), receives confession of Israel's iniquities and is sent into the wilderness.[1][2][3]

Verse 10
But the goat and the shaggy he-goat on which that-which fell he ascended on it upon him the lot the allotted lot for Azazel to Azazel to Azazel shall be presented he will be made to stand alive living before to the face of the LORD Yahweh Yahweh to make atonement to intensively wipe away upon it upon him to send to dispatch it him for Azazel to Azazel to Azazel the wilderness toward the open country

Verse 16
and he shall make atonement and he covered over for upon the holy place the holiness because of the uncleannesses from ritual-impurities of of the sons sons of of Israel El-Contends Yiserael and because of their transgressions and from their rebellions in regard to all to the whole of their sins their wrongdoings and thus and thus he shall do he will do for the tent to a tent of meeting appointed time that dwells the dwelling one with them with them in the midst in the midst of of their uncleannesses their ritual impurities
